The 2025 Employment Monitor
Our Employment Monitor research delivers a comprehensive view of New Zealand workers’ and employers’ perceptions, experiences, and pressures in the employment market, as well as those of temporary migrant workers and employers of temporary migrant workers.
The primary objective of the research is to deliver a contextual framework to inform the ongoing design and targeting of our education and engagement activities with employers and workers, and to monitor the impact of our regulatory activities in changing these groups’ understanding of their rights and responsibilities.

The 2024 Employment Monitor
The 2024 Employment Monitor was the first report we commissioned combining all New Zealand worker and employer findings and research finding previously provided by the Temporary migrant worker exploitation research programme’s wave 1 (January 2022) and wave 2 (2023) monitors.

Temporary migrant workers exploitation monitor – Snapshots
MBIE is leading part of a Government initiative to address temporary migrant worker exploitation in New Zealand. Most research to date has focused on understanding the situation of temporary migrants (those on short term or student visas).
However, there is little previous work that segments/prioritises temporary migrant worker populations or understands employers who hire and potentially exploit these migrants.
Prioritising audiences and shifting employer attitudes and behaviours will be key to the success of the overall initiative.
